As you continue your Terrorism Awareness and Prevention training, it is important to remember that it is not illegal for an individual to belong to any group…

…even if other members of that group have committed terroristic acts…

…so long as the individual is not committing, conspiring to commit, or aiding others in committing criminal acts.

It is not what you say or think...
It is what you DO that defines one as a terrorist.

There are many different ways to categorize groups whose members regularly use terrorism to further their goals. We are going to explore the two most basic categories:

• International Terrorists
• Domestic Terrorists
